XI INTERNATIONAL CHESS
OPEN
General Information
1. The tournament will be
hold in 79 Sants st, Barcelona (Auditori del Centre Cνvic
de les Cotxeres de Sants) and other halls near of this
hall. Swiss FIDE System at ten rounds.
2. There are two groups ("A" and
"B"): The "A" will be for all
players with running license; "B" will be
for players up-to-1999 rating. Playing in group B is
volunteer, as an up-to-1999 player can choose to play
in group "A" or "B".
FIDE rating will be taking into account, otherwise,
FEDA rating, and finally, Catalan rating. Local &
National ratings will be validated by the organization.
Rating rules for Catalan Circuit are applicables.
3. Organization reserves the right to cancel a
registration.
4. Pairings will be established with "Swiss
Manager".
5. Tournament will start at 21th Agust to 30th Agust.
6. Rounds will be played at 16.30h, except last round
at 930h. Any player who arrives at the chessboard
more than one hour after the scheduled start of the
session shall lose the game.
7. The time control will be 1:30 hours + 30 seconds
for 40 moves and half hour + 30 seconds to guillotine.

The
players with rating under 2000 must indicate in wich
group (A or B) they want to participate.
10.
Limit date is 08-21-2008at 14h. (+1 GMT).
11.
Missing of the 1st round without justification will be
penalised with the expulsion from the tournament. This
penalisation will be applied for those players who
miss two rounds, too.
Those
players who have to miss a round must communicate it
to arbiters during the previous round. Byes with half
point are not availables.

Special Prize "Bali Group": an invitation
to participate in 8th Benidorm International Chess
Festival 2009, with full board single room
accommodation in Bali Great Hotel. The winner of
this special prize gets a full INVITATION to take
part in any tournament in the festival (Great Stars
Tournament excepted). Should the player be unable to
attend the Festival, he or she will not be entitled
to any compensation.
There will be applied the retention that marks Estate.
Trophy at 3 firsts in each section ELO.

Cash prizes w 't accumulables, execept age prizes ones, that can be accumulables with rating sections & generals. Age prizes can only be win according to age.
For players distributions in different Rating sections, FIDE rating will be taken into account; otherwise, Catalan Rating, and finally FEDA rating. Local & National ratings will be validated by organization. Players can only win prizes available in their own Rating Section, can not apply for superior section prize. The special rules for prizes in Catalan Circuit are applicable in this tournament.
13. Tie-Breacks:
For prizes in the general section, the first 8 players
tied in the provisional standings for Group A will
play two-game blitz playoffs at the rate of all the
moves in 5 minutes add-on 3 seconds for each move from
the first, and one Armageddon game in case of a tie.
For the rest of standings and for the Blitz's ranking, the tie-breacks will be:
-Median Bucholz FIDE
-Total Bucholz FIDE
-Progressive
Players who get achieve a prize both in final standing and in his Rating Section must choose just one of them. Once the provisional Final Standing is established, they must communicate to the organization their choice; otherwise, it willl be supposed they choose their Rating Section prize.
The Blitz Games will be played on Sunday at 5pm.
Disabled players will can to choice to play or not the blitz tie break games. If not, he can take the prize before the blitz games tiebreak according the previous standings.
14. The player who opts to Beauty Prize must give the game to the organization.
15. Tournament Director will be Mr. Alex Sulleva.
16. Arbiter's decisions shall be appealed to Appeal Comitee. This Comitee will be consist of Tournament Director, and three players chosen among total of participants. Comitee's decisions will be definetely and unappealed.
17. For mobile phones use, are applicable the FIDE rules
18. Tournament will valid for GM, IM-Norms and for FIDE, FEDA and FCE rating.
19. Any point unexpected in these rules, will be solved applying FIDE General Rules for open
tournaments.
20. The players will have to his disposition the official leaves of claim of the
FCE.
